In this somewhat convoluted episode, Jack pitches the idea that the polarity of anti-war versus having 800+ military bases could be broken by a policy wherein the United States only intervenes in global military conflicts to attack the country intervening in another country's sovereignty. Viktor makes quick work of this argument by showing situations in which a good System in the United States would necessarily want to be the country intervening to effect another country's sovereignty. Though the conclusion of this episode is inconclusive, a lot of valuable insights into this topic are discussed.
